Microsoft language support

Microsoft Windows and its various programmes have language support for many languages; local languages but also Latin and Esperanto.
How could we enable them to include Old English?

At these two pages, you can actually request to add a language to the Local Language Program. Perhaps if enough of us express an interest, we could get an Anglo-Saxon programme started!
